Be approved as a research centre
In order to benefit from the aid mechanisms available to SPW Recherche, research centres must be approved by Wallonia.
In order to receive this approval, each centre must, on one hand, satisfy criteria pertaining to its activities and, on the other hand, satisfy criteria concerning its status and operations.
These criteria, as well as the approval procedures, are outlined in the Decree of 18 September 2008 concerning support for research, development and innovation in Wallonia.
Activity criteria
- The research centre conducts basic industrial research, which is sufficiently generic to be of interest to companies with the same needs
- It stays consistently up-to-date with scientific progress that has occurred, in Belgium and abroad, in relevant fields and that has significant potential for industrial innovation
- It determines the research activities outlined in 1° and the fields outlined in 2° in accordance with the indications from the permanent technical committee mentioned below
- It organises the dissemination of the results of the research work outlined in 1° and the progress outlined in outlined 2° via an easily accessible and frequently updated mechanism
- It uses its own human and material resources to conduct technological guidance activities in the fields in which the research activities outlined in 1° fall, with the goal of performing services for companies that request its scientific or technical expertise, including technological audits of problems pertaining to processes or products and guidance towards technological skills
Status and operations criteria
- The collective research centre either falls within the remit of the Decree of 30 January 1947, establishing the creation and operations status of centres responsible for promoting and coordinating the technical progress of various branches of the national economy through scientific research, or it does not fall within the remit of this Decree, but does have at least one activity site in the Walloon region
- It organises its activities to a significant extent according to the needs and types of companies in Wallonia that operate in the fields to which the research activities outlined in 1° of the activity criteria refer
- It satisfies the essential quality standards for the fields into which its activities fall, that is, primarily those which, were they not complied with, would damage the reputation of the centre within the scientific and industrial community
- It has sufficient abilities to self-finance, in order to maintain the equipment and materials needed for its activities
- It maintains analysis reports of its activities, which, in particular, make it possible to verify the allocation of aid and public interventions it has received and the cost and prices of its services to companies
- It publishes an annual report that highlights the progress and results of the various kinds of activities outlined in the activity criteria
- It has a permanent technical committee that comprises primarily representatives from companies.
